“Fast fulfillment” sounds reassuring. It is also wonderfully vague.

Does fast mean an order is imported within 15 minutes? Picked the same day? Packed before midnight? Scanned by the carrier the next morning? Delivered in two days?
 
Now imagine a brand signs a contract promising 98% on-time shipping. A month later, the brand and the 3PL disagree. The 3PL counts label creation as shipment. The brand counts a physical carrier scan. The 3PL excludes weekends. The brand assumes the clock runs every day. Both sides believe the number is correct.
 
That is not a dashboard problem. It is a contract problem.
 
An ecommerce fulfillment SLA should turn broad promises into rules that a warehouse team, finance team, and brand owner can all understand. It should define the event, start the clock, choose the denominator, set a realistic target, list valid exclusions, identify the evidence, and explain what happens when performance falls short.

A service-level agreement is the operating scoreboard between a brand and its logistics provider. It is more specific than a marketing promise and more consequential than an internal KPI dashboard.
 
A KPI helps a team understand performance. An SLA metric creates an agreed measurement and may trigger a review, corrective action, service credit, or another contractual response.
 
The same number can work as a KPI or an SLA metric. The difference is the surrounding definition.
 
For every metric, write down these six parts:
 
  1. Event: What starts and ends the measurement?
  2. Clock: Are you using calendar hours, business hours, a cutoff, or a local timezone?
  3. Denominator: Are you measuring orders, lines, units, cartons, receipts, returns, or tickets?

Why the Denominator Matters

Suppose a warehouse ships 990 of 1,000 eligible orders on time. That is 99%.
 
Now suppose the provider excludes 80 orders because the inventory arrived late, 30 because the customer changed the address, and 40 because the brand paused them. If all exclusions are valid and 850 of 850 remaining orders were on time, the reported performance becomes 100%.
 
That may be fair. It may also hide a serious operating issue if the exclusions were applied loosely. The contract should say who approves an exclusion and what evidence is required.
 
Use a monthly report for the headline result, but preserve record-level data. A brand should be able to investigate a specific order, receipt, return, or adjustment without starting an archaeology project.

1. Order Accuracy Rate

A practical formula is:
 
Error-free orders ÷ total eligible orders × 100
 
Define what counts as an error. Common examples include:
 
  • wrong SKU or variant;
  • wrong quantity;
  • missing bundle component;
  • wrong insert or promotional material;
  • wrong shipping label caused by the warehouse;
  • incorrect gift message;
  • packing error that damages the product;
  • shipment assigned to the wrong customer.
 
Decide whether one error makes the whole order inaccurate. For a customer, it usually does. A ten-line order with one wrong item is still a bad order, even if the other nine lines are perfect.

The phrase “handed to the carrier” needs special care. A printed label is not necessarily a shipment. A parcel sitting in a warehouse cage is not necessarily a shipment. A physical handoff scan or documented carrier collection is usually a stronger event.
 
Define:

  • the warehouse timezone;
  • the daily order cutoff;
  • weekends and public holidays;
  • preorders and backorders;
  • stockout handling;
  • address and fraud holds;
  • split shipments;

Keep warehouse on-time dispatch separate from carrier on-time delivery. A China fulfillment center can control when it picks, packs, and hands over a parcel. It may not control a flight delay, customs inspection, weather event, or destination carrier backlog.
 

3. Order-to-Ship Time

This metric measures the elapsed time from accepted order to packed, manifested, or carrier-scanned order. Choose one end event and use it consistently.
 
Average time is useful, but it can hide the ugly tail. A better report may include:
 
  • median order-to-ship time;
  • 90th or 95th percentile time;
  • percentage shipped within the promised window;
  • same-day versus next-day results;
  • results by cutoff, channel, SKU type, and destination.
 
For example, an average of 12 hours sounds fine until 8% of orders take three days. Those late orders create customer-service tickets and missed delivery promises.
 
Custom packaging, bundles, quality checks, and international documentation may need separate service windows. Do not force a simple single-SKU order and a 25-line kit into the same clock if their workflows are genuinely different.
 

4. Perfect Order Rate

Perfect order rate is a summary metric. It normally combines several conditions:
 
  • complete order;
  • accurate order;
  • on-time shipment or delivery, as defined;
  • damage-free shipment;
  • correct documentation or tracking.
 
A typical formula is:
 
Orders meeting every defined condition ÷ total eligible orders × 100
 
It is useful because it reflects the customer's whole experience. It is risky if used alone. A strong perfect-order score can hide the reason for failure, and a single failure may make the metric look worse than the operational story really is.

5. Inventory Accuracy

Dock-to-stock time measures the interval from arrival or check-in to inventory being available in the WMS. Make the start event clear. A truck arriving outside its appointment should not automatically receive the same clock as an on-time appointment, unless that is the agreed rule.
